appear to be made of lead

Possibly roofing nail seals. The ones I've seen come with the nail already inserted in the middle of the lead seal but these don't have the nail. It looks possible that they are intended to have the nail driven through the middle area where they have a small indention. The purpose(If thats what they are) is a long term water seal between the nail and tin roof.

I'm wondering if they are stick on balance weights, that are used on alloy wheels for balancing.
