Yep, by trade. White's statement on this was a resounding NO. I know there is a story that makes it's way through the www and Carl Moreland said it was an option to buy keys and unlock the V3(i) features but White said no, send in your VX3, pay the difference to a V3i and you're good to get a V3i back. Guess it was only guaranteed optional for a select few.
So the best answer I can give is to swap or sell your VX3 and buy a V3i - but better to buy a V3i first and then sell your VX3.

In theory it could be done because the hardware is identical, it's just a software upgrade. But no one has the ability to upgrade it.
Ironically the VX3 was designed to be password-upgradeable to a V3i (as Vito alludes) in 4 steps. But the password-generator software disappeared years ago.
