Finally back after a few years. Pulled this out near an old house in Central Florida. Anyone have any idea what it might be? Thanks.

Back in the 1950's I was in an old grade school. There were poles with a metal hook on the end they used to open a latch and pull open an upper row of widows in a class room to let the heat out it it got hot. The end does not look the same but it I would think it was once on a pole.
 
I like the way you guys are thinking. What does the other side look like??? If you have access to a shoe repair shop maybe they could advise???? Nice find!!

That's what my dad thought it might be: a sash opener. But, as you said, they look a bit different.

The under side hook obviously would have a ring or something attached but the other “hook” looks like more like a stop of some type. I’ve seen an old dolly with wheels that went along a cable that was a weigh scale of some type, your piece is pretty close to the part that attached between the wheels and scales.
