George Washington was the first President of the United States of America. John Hanson was President of Congress. The President of Congress was a ceremonial position within the Confederation Congress. Under the Articles of Confederation, the United States had no executive branch.

It wasn't a Nazi salute. The Bellamy salute is a palm-out salute described by Francis Bellamy, the author of the American Pledge of Allegiance. Both the Pledge and its salute originated in 1892, decades before Nazi Germany.
