Probably 1800's. Earlier ones were more function over style.
 
Nice Find Applied silver shoe buckle frame piece. Pretty much all shoe buckles are 1790 and prior. Yes there was some old guy who wore his longer but fashion and function dictated even then what people wore. A shoe without the need of a metal buckle cost less to produce. The shoe buckle that you have was a real part of the shoe and necessary to wear the shoe. Then they had for a while buckles that were fashion and just there for looks. Then they just were gone. You will always remember your first complete buckle. Get out there.
