1852 large cent and mystery item found this morning.. need help with ID

I got this large cent and this other item nearby this morning and need some help on it.
It is brass and looks like a grab handle. It has "YOUNGER AND SONS PHILI" stamped on the top.
It has an eye bolt connected to it to act as a swivel.
Thanks in advance for looking and any help with the ID,

I know this is an old post....but, I think that is a handle for pulling on a survey "chain"
