9.6 volt Nimh Batteries Update

I received the batteries and charged them overnight. After charging I put the olms meter to them to check the voltage. They checked out at 11.10 volts each and within 10 minutes, after cooling down are now checking out at 10.75 volts each...Together that is 21.5 volts. Mr. Foster stated that the HH PI would take 12 to 20 volts through the voltage regulator an work proper. My question is before I burn up something...is 21.5 volts to much? Frank
