You've found a toy soldier type "Royal Canadian Mounted Police" (RCMP) fondly called a mountie. Although they have been popular in Hollywood and as tourist attractions for years, they are an acting federal police force... "Always get their man..."
Below is a couple pics showing uniforms plus a link to a set of lead mounties on ebay.
Is there any stamp on the base of that brave fellow? Made in Britain or London Toy Co?
 
There is a market for those things, the vintage toy hobby is getting very big.
