Arm cuff screw

I was curious if the cuff screw top comes off. I cant get the screw to come out its rusted in. I was just curious if the black knob came off so i could unscrew it. The black thing just turns it doesn't actually turn the screw part.
 
Yes the black knob under the armcuf is the place to unscrew the screw that holds the armcuf together.

OK let me try and word it better. My arm cuff is off my machine because I had to send it in to minelab. They put the upper and lower arm cuff together with the off of the rod. Well now the screw is rusted into the arm cuff. So both the upper and lower piece are together. The top of the screw tat is black turns but the metal of the actual screw doesn't. Is there a way to take off the piece to get to the actual screw?
 
Yes. Shave/cut the plastic until you reach the metal and then grab with pliers and unscrew.
Or the first thing I would try is a pair of vice grips on the plastic knob real tight and try to unscrew.
The plastic knob is stripped away from the screw and the vice grips will push the two together tight while you unscrew it.
 
If you need another cuff assembly let me know I took the one off my x terra and replaced it with an aluminum one I made. I had nothing but bad experience with all the factory cuffs.
 
My arm cuff came from the factory with no threaded insert, therefore I couldn't use it. I drilled thru the cuff part and inserted a brass threaded insert, works like a champ! The factory did send me a new one later. There is supposed to be a brass threaded insert that presses up into a plastic tube in the arm cuff. I'm kind of confused how that bolt could get rusted into that brass insert.
