I think this is an aluminum ash tray. Any other thoughts. I seem to remember them when I was younger, but they may have had a bean bag attached to them or something like that.
 
Just a wag, but I don't think it's an ashtray, just because the tab isn't shaped right. There's also a ridge next to the tab that would prevent a cigar from resting there.
 
Puts me in mind of a dipper cup for a water bucket for field workers.
 
Looks like an pretty close match to this pic.
