Avon dial of some sort?

I just found this today and I have no idea what it is. I thought it was a bullet but I know it is not. At the tip it is stamped Avon Products Inc and in the middle DIstr. NY. At the base end it is stamped CR or OR. Has anyone seen this before? It is about and inch long.

Thanks Rick you were right! I found them on flea bay. Mine is unique to the ones on there.
