In an ad on page 108 of the 5 March 2001 issue of EET (Electrical Engineering Times), AVX has an ad for their new "BestCap" line of ultracapacitors. BestCap's big claim to fame is improved ability "to deliver short pulses of very high current, compared with competing products, which typically lose over 90% of rated capacity when delivering milliscond pulses".
It also occurs to me that the combination of an ordinary capacitor and an ultracapacitor may greatly reduce the problem.
So, we would end up with a battery feeding an ultracapacitor perhaps feeding an ordinary capacitor. Why bother? To allow us to use lithium batteries, which have something like double the capacity of NiCads.
