If anybody out there is designing CCT Boards etching them and then drilling the holes I have something that you might find usefull....
I was going through some of my old 'silocon chip' mag's and came across a X-Y-Z plotter design which drills holes and for the lack of a better word 'grinds' the copper from the board to leave the tracks and pads behind. I have not personally built one of these, as I really have no time but did seriously consider it some years ago. Speaking to a few people I beleive this will also make 3D objects, not totally free just raised off the surface by up to 2.5"
