brass or copper state "coin" - any ideas...

slightly larger than a quarter. one side has the name of the state and an eagle and the other side has the shape of the state on it with the capital...
any ideas - found on an "old" beach - found one for colorado and one for montana

can't see enough on the token to take a picture - maybe it's those Shell tokens from the 60's
