From the best of my knowledge this item dates from around 1940. I dug it a while back from a site were a school once stood from that era. It
 
Could it be the bar from an early toilet paper holder?
 
You may be on to something. Take the tabs off each end and the main body is the same width/length as a modern role of TP.:shrug:
