Brother Finds A Hat Plate

Brother Tom had this great find today. He found it lying inside the wall of a stone foundation. I know it's a hat plate but of what other info I know nothing. Any help in properly identifying would be greatly appriciated.

Jim,
Last year I found a sword belt plate with what appears to be the same design as your hat plate. The design dated to 1810-1830. My plate is in the Kerkis book number 167. Hope this helps. Randy
 
Figure 166 in Kerkis's book is closer, 167 has more smaller cannonballs. 166 is a dead ringer, this plate is listed as 1810 and from the US Militia

Some one has emailed me a scan on the same style hat plate seen in a book. They too place it 1810 - 1830, so I'm sure my brother will be happy to here this. Thanks for all the help.
