bus token and a what???

Found a Boise Bus Company token and then I have no idea what the other is. It looks like a "2" on the front, is a bit larger than a nickel and twice as heavy as a nickel. I'll try to clean it up some more. Any ideas on what that is? Looks familiar for some reason...

That's exactly what a friend of mine suggested. Or even an old seal to an electrical box. And it was located near a railroad in fact...
It's a cruddy picture but thats the best resolution I could upload, so good eye!
