It really depends exactly what you're looking for as most image processing programs have a number of ways to combine or composite more than one image.
Often it's not just a straight blending of the entire images themselves but may require you to separate (or extract) a selected portion of one and try to blend (or merge) it into another image. To make it look natural this can take a little, or a lot, of effort depending on the each images (ie their lighting, color, contrast, etc which might be entirely different).
It can be quite an art but in many cases can be fairly straightforward as well. Do you have an example which you could post? It may make it easier to explain that way.
I know this doesn't really answer your question but as I said there can be many factors that need to be considered.
