From what little bit of research I have done it looks as though it was a part of the Destroyer 289 but I am trying to verify that and to see what it was for. Thanks for any help. It reads.... It is about 3'' by 1'' wide

4 Disch V. Guards
 
Probably a parts tag. Discharge vent guards? That is the only thing I can think of that it may stand for.
 
if it is actualy from a destroyer ,it would be an old one. the hull #289 was the uss flusser, a clemson class destroyer,commissioned on 02/25/1920 and was scrapped on 01/17/1931..that is not a very long time for a naval ship ,i would say it was badly damaged in some way..
