fly cadet pins. any ideas?

I hunted the side of the road today....the city is doing all kinds of road work and i got permission to detect the grounds when they leave for the day. so i did. the whole nieghborhood is tore up and i asked if it is new fill dirt or the OG dirt. its the OG dirt from the older roads put in before. i found a pin that looks like piolet wings and says richfeild across the top of a shield in the middle of the wings. it also says fly cadet ...i think....across the bottom any ides on this would be great thanx.. oh ya i also found a weatie i think it says 1946 on it next to where the pin was ...

it was found were the city is tearing up the street and everything under it went to the side of the road so i detected it...a date would be nice or where it came from maybe?
