Heel Plate?

I found this today while searching an area that was a farm from the 1870's until around 1920 when the house caught fire and partially burned down.
After that, the city got the land and built a golf course there around 1938 and it was closed a few years ago and converted to a park.
This looks like a heel plate, but I have never seen one like this before.
It even has some wear on one side that resembles wear from being on a shoe.
It has a large "1" and a small star above and below the 1.
It also had the small brass screw in one of the holes, but it was a Phillips screw which came out in the 1940's, so this could be a more modern version, or the screws may have been added later on.
Any ideas?
