I was scrolling through this morning and saw your pic.
I have seen them on Grandparents old farm, it was used to connect the "trace chains" to the wagon or buggy. A leather strap was riveted around the square flange, then the chain link slipped over the hook, which was bent so that it would not slip off when there was slack in the traces.
I'm pretty sure that is what it is, as the ones i saw looked nearly identical.
