high sensitive detector for small flake of needle

Anyone could tell me what kind of metal detector is suitable for detecting a small flake of broken needle in cotton? Phaser or PI? The detection area is around 15cmX25cm and the depth is 15cm-20cm. Normally the size of small flake of needle is around Dia.1mmX1mm-Dia.1.5mmX1.5mm.(material: steel). Any circuit or kits suggestions? I'm very appreciated for you help.
 
I very much doubt that you will find a kit to build a detector with this kind of sensitivity. I passed your enquiry to a company I am associated with, who manufacture a portable PI designed specifically for this type of application.
