Has "UBBA" in Shield and "SURE" in Anchor. Is from
"United Boys Brigade of America" but have no idea how old this is. Tried to contact UBBA in Baltimore,MD but no luck. Do not know if they exist any more. It was started in 1893 but can find no info on this medal. Any help will be greatly appreciated. Stan

Your decoration looks very similar in shape to the Victoria Cross (1856-). This medal is represents the highest honour that can be recieved for valour in action.
 
Has a small circle of letters and words, but cannot make them out. Looks like it might be the manufactures name.
 
...or a good close up pic? Photoshop might clear up the letters enough to make some it out.
