ID - DUM DUM BULLET

Found this bullet today while out tecting, Im in the UK but just wondered if you guys can give any more detail on this style of ammo what its use is n why it would be used in a sleepy village location??? printed on the base is SR 1942 V IIIIIIZ? My pal says the percusion cap is still present & it may contain gun powder but he thinks its proberbly Blank..... No Big deal But i do like to try n found out the exact use of artefacts i find, instead of just adding the the misc box.......
