ID Help Photos

If you are using Windows XP, the easiest way is to edit the photo in Paint. After opening the photo, click on Image from the Menu bar and then click Stretch/Skew. Under the percentages, reduce it by equal amounts and save it. Then check the file size and see if it meets the requirements. If not, then do it again and reduce it further.
