Is this a hard times token??

Interesting find! For what's it worth, I looked through my Hard Times Token book and I didn't see anything like it listed. Brian's question is a good one. What size is it? Hard Times Tokens are almost always the size of large cents. There are a few exceptions.

Bill in MA is right on. It's listed in The Charlton Standard Catalogue of Canadian Colonial Tokens as:
LC-59B. This is the small bust design. They were struck on both thick and thin flans. Value is listed as $6.00 for VG/ $10.00 F/ $20.00 VF/ $65.00 EF/ $150 UNC.
Composition: Copper
Weight: 4.7 to 4.9 grams
Diameter: 23.9 to 24.1 mm
Edge: Plain
