Is this a military clothing rivet??

Hit on this today on university campus. Came in low nickel numbers and was between 5-6” down. At first I thought it was a lapel pin and it was stuck in a dirt ball. Got enough of it cleaned to see a basic gold color and a bird on the front.
Once home and soaked and cleaned I could tell this was a one piece item much like a rivet. The bird is an eagle and is flying right to left through a circle. There appears to be a banner at the top of the circle that could have stars and below the eagle are vertical stripes much like our flag. This item could be gilded gold as very little corrosion.
only way I could get a decent picture was thru the loupe so be easy on my photographic skill set.
Is there enough info here to help ID this?

Sure enough!!’ jkline just educated me too. Thanks for the responses as I was running a blank. I kept telling him it was an eagle and not a duck. 😂😂
