I usually have a grip on all pre 1812 relics but this has me stumped. Maybe a sword hanger? belt thing? Help always appreciated

I consulted with one of our top authorities and he feels the same; probably from a belt rig. Dating would be difficult, but feels 1800ish. Nice find, David
 
Thats a pretty cool find what ever it is.. sure looks like a ca 1800 syle navy device... appears to be stamped brass.. not quite sure when they started using stamped brass though... How big is it.. looks like the ring is at the top? then two holes for mounting to something else at the bottom? Almost looks like something they might mount to a horse saddle but not sure they used horses much in the navy <img src="/metal/html/smile.gif" border=0 width=15 height=15 alt=":)">
