Looks like a watch fob to me too unless it was attached to a ribbon. Is there anything on the other side? You may want to check naval and coast guard military decorations and awards on-line, especially pre-WWII stuff. Maybe something will turn up. If not, try searching watch fobs with anchors. Let us know if you turn anything up. Good luck.

That was my first instinct when I dug it up that it was a watch fob and then I thought it was to a ribbon. Ill try to research more and let you know what I find. Thanks for the help
