Need some help with ID on this piece....

I found this around an old house and have no idea what it is or was part of.
I appears to be made of brass or bronze and is very heavy for it's size.. like filled with lead... it weighs two pounds.
As you can see in the photos, it has a hole running down through the length of it and a small hole running crossways and intersecting with the other hole.
Any ideas?? I was thinking a weight for old scales, but after looking at some, I do not believe it is now.

Clock weight?
 
My initial thought was a belt drive from a small hit and miss engine. The weight of it could replace a flywheel ... but most of those use a keyed shaft. I looked at a lot of them from pictures on-line and now ... ????
