Old Dick Tracy Ring

This was found with my Minelab Explorer II at a depth of about 6". Any idea what it is specifically and what its worth? I'm thinking it may be an old Dick Tracy cereal premium from a radio show. It's a cheap adjustable band. Bubble gum machine quality. Any input? No luck finding it on eBay.
