Try this site for a lot of pictures plus loads of other government records. http://narademo.umiacs.umd.edu/cgi-bin/isadg/viewitem.pl?item=12104 (I know it's long but it's worth it). The photos were made for TVA and most of the pictures were made in TN but I couldn't identify the locations of very many of them and the pictures don't give the locations. Hope you have better luck than I did but they are enjoyable to look at.
