I've been hunting there many times as I grew up the next town over (mostly when I was a kid and didn't know what the heck I was doing). If you are finding the lead sinkers then the gold can't be far behind as they are close in specific density (at least that's what I'm told because gold usually eludes me)!

Ironically I knew a Paul Smith growing up who lived in Falmouth but I seeeriously doubt that he was the previous owner of that item... Lots of tourists on that beach in the summer and there has to be tens of thousands of Paul Smiths running around out there.

Paul Smith (exactly the same script as you found)is a British clothes designer from Manchester. His clothing tends to be quite expensive and is favoured by British football hooligans! Hope this helps
