I didn't know there was such a thing but wife tells me that's what it is. Appears to be nickel silver or at least a lower silver content than sterling. Found awhile back, happened to see it going through some stuff today and thought I might get a positive ID here.

Looks like a very fancy "tea" sieve, to put loose tea in your cup... (Replaced by the tea bag today)
 
Looks like a filigree "purse locket" or "purse pendant". A quick search through Ebay of either of these terms will bring up many examples of these vintage lockets. The one below looks pretty close to yours. Nice find JB!

The Pendant Locket is HEAVY...it measures 1 5/8" by 2" and is 5/8" thick. It is comprised of two identical halves...each side has the same great ornamentation...it is shaped like an antique victorian purse with a top snap closure. The raised beaded and scrolled designs are very Ornate and high relief. Across the bottom is a wide hinge...this is Substantial and sturdy. The necklace chain is attached to little rings on each side of the purse frame. The chain is also heavy and has large links with engraved designs...the links form a rope twist. The necklace clasp is a push ring. The metal has a goldtone finish and there is even wear to the finish...it is not bright gold...has a great warm, worn appeal. An Unusual Piece to add to your collection!<<<
 
I knew it was meant to be worn on a chain but no clue what it was for. My wife suggested it might be a pillbox pendant. Thanks again.
