Pin (Military? Auxiliary?)

...I can't find a match for you, but here's some info that might be useful.
You have an enameled "Great Seal" pin with a filigree backing.
The Great Seal of the United States went through a number of revisions since it was first designed by the founding fathers. After the American centennial there was a renewed interest in patriotic symbolism and in 1885 the seal was redesigned. Your pin matches this revision.
While enamelling, the melting of glass on metal, is an ancient craft, it was not until the later part of the 1800's that it started appearing regularly on badges and pins.
Filigree, the lacework design in the metal background was a popular ornament of Victorian jewellry, also dating from this time period.
Best guess, civilian patriotic broach, 1890's.
