The washers are provided only if you need them.
Many people have used their stock coil so long, that the washers on the end of the shaft have worn down.
Now little by little as these shaft washers wear, you tighten your nut just a bit and it brings the ears in just a bit to tighten the coil up again. Then they wear and you tighten again.
After awhile you have worn away 1/16th of an inch of shaft washers and you didn't even know it. Now you get a new coil and it doesn't fit snug because the shaft washers are worn down.
SO, we give you a couple of little shim washers only if you need them.
I think everyone should have a new set of shaft washers on hand, for just such a situation, but if you don't you can use the shim washers.
Make sure you do your mounting of your coil in a warm house, not the cold outdoors. Let's say the coil could use one shim washer, but it's still a bit loose. You probably need new shaft washers.
