Police Badge?

Size looks right for an auto bumper badge. Not sure, but this might have been an insurance benefit group for law officers. The George J. Mayer Co. of Indianapolis, Indiana was in business at least as early as the 1920's, as late as the 1960's, and maybe long before and after. They made badges, baggage tags, metal nameplates, license plates, etc.
