If you mean induction balance coils for the latest crop of VLF/MF machines-- Miserably difficult if you have many years' experience, and factory resources available. Not really in the realm of experimenter projects.
If you want to experiment with coils, the best place to begin is with mono coils for PI. These are not beyond the capability of a diligent experimenter, and a great deal of information on how to build them has been posted in this forum.
