Hi Dave; first off, I do not know exactly what it is. However, I do tend to agree with the guys about it being a type of ringer. Could be wind up instead of key operated. The flag has 13 stars, and look at how it's attached to the pole; similar to 1800s. Wish I could help more. Good hunting, David
