Relic found with Explorer near 1807 half cent . . . what is it?

I'm not saying it is as old as the 1807 half cent. Probably isn't. But I've never seen one of these before. It is ornate.

The interior part swivels out.

Any of you know what it might be and how old it might be?

Pennies are just used to show how big it is.

Isn't detecting fun?
