Scabbard hanger?

Is this a hanger that went to a scabbard? If so is it period. Thanks for any info.

Well I found it with some help. It's called a gag swivel and it's sold by a company called Weaver leather supply. The one I found is brass but today they are made of stainless steel.
 
Did you find it in a CW site /area. ?? Was it made during that period or is it post-CW?
 
I did find it in a CW area but I have found many items that were post CW era. The info that I have found so far is that it dates to the early 1900's. Here a pic of it in use.
