small round lead button like object

found this in an area with an old railroad and some evidence of stone foundations. The diameter is about the same as a penny and is about as thick as a Nickle. The image looks like like the number 70 inside a depiction of the sun. The material feels like it might be lead.

It appears to be a lead wire seal... they were common on seed sacks that farmers would buy in bulk...

Thanks. There are rust stains that are probably where the wire went through. Any idea of the age.
