strange item sorta scary

Heavy cylindrical with plug at flat end, other end has chisel point. Black soot rubs off on hands

Looks like an old dry cell battery with a carbon core.
 
Are those barnacles. Big dry cells like that where used in old marine engines. The plug in the center is a carbon rod, I have found scores of those underwater in harbors where I live. the battery had a cardboard cover and they where 6-8" in lenght and about 3" in diameter.
