Strange looking button

Found this strange looking button yesterday.
This is only the front of the button. Appears to be an old two piece, but the back is gone.
Right around and inch in diameter.
Any clues as to what?
 
I can't really see it that well, but I do see it has a fleurs de lis at the top center which could be a connection with the French in some manor.
