after you load it... open your picture using right click and choose open with irfanview, and go to images and to resize... I go straight to the pixel generator and tab in 400 .. the other number is done automatically and save it from the> file <tab pull down and click save-as the picture to your desktop ... go over it ans it should tell you the file size, if not check its properties... should be below 120, and that's it, you'll be able to post large files by shrinking them down to a small file format... hope it works for you like it does for me for many years...HH and God bless.
