This piece is about 8 inches long and has a double row of teeth about 3/4 inch apart.The handle is riveted on and is marked "Shapleigh G-3490-B" I thought it might be a curry comb but the teeth don't seem to be long enough to do the job.
 
I've got hits for a "Norvell-Shapleigh Hardware Co." from St. Louis, MO
As well, pic below of an antique "Norvell Shapleigh Gustaf Vasa Brand Saw Blade"

Looks like on I use to groom my horses but mine has about 4 blades like this set in the handle
