It is very common, unless it is a collage or academy ring. The naval exchanges "stores" sale them by the thousands, or at least they used to. When my active duty ended many years ago, your navy friends you worked with would get together and send you off. "a goodbye", and they would usually give you a gift, "a navy veteran ring" for example would be a common gift in my division where i worked. It is a great find in my opinion, I still have mine, and it might be the oldest thing that someone gave me as a gift that i still own.
