Out of town on business and in the late afternoons I've been hitting an old fairground that was supposedly used from the late 1930s to about 1995. Beneath an almost solid blanket of pulltabs and bottle caps, I found a lot of clad coins and cheap carnival jewelry, but no silver or old coins other than a few wheats. Today it rained until about 30 minutes before dark, so I hit a bark chip playground near the motel to kill a few minutes and out pops a 1941 silver quarter in excellent condition. Go figure!

I have found that good soil moisture, and also electrical storms(lightning) seem to activate the ground. After such occurances one will find things (usually older and deeper) in the same ground you've hunted previously.
