Water hunting on east bank of Lake Erie?

I may be going to Lowville in upstate N.Y., and wonder if the Erie beaches are safe and productive for water hunting? Any legal problems with hunting there with land and/or underwater machines? Any suggestions as to which beaches might be good places to search. Thanks.
